Make `get_configuration_directory_str` public

Please consider making `get_configuration_directory_str` public, changing its input parameter to accept a string with the app name.
It's especially useful for applications with multiple config files, to show the directory that will contain all of them.

This requires really quick changes, so if you're interested please let me know and I'll submit a PR.
