[Bug] Staleness vs importance sorting is not correctly prioritizing stale pages

Spun out from #847. When the budget is constrained, the sorting logic determining which pages to prioritize (staleness vs importance) doesn't seem to bubble up the oldest stale pages effectively. We need to adjust the weighting.
