Subject: [PATCH] ci(vercel): build PR previews, skip only Dependabot branches

devops(vercel-ignore): engine-authored (Codex) change. Reverts the non-production skip from #3398 (aimed at failed Dependabot/preview installs, not a cost cap) so PR previews build again.
