Release cijoe v1.0.0

[safl]

cijoe is in active use and have not seen any dramatic changes for a long time, thus, a milestone has been setup to release v1.0.0 of cijoe, for this milestone the following items must be done:

• Merge cijoe-pkg-* into cijoe #61
• Refactor configuration #60
• Provide stand-alone execution of cijoe-script #53
• Feature request: Add ansible like variable substitution in workflow.yaml #49
• Convert Project to Fully Rely on pyproject.toml and Deprecate setup.cfg #88
• Project Documentation: Next Iterations #68
