facter pcmk_is_remote fails on RHEL6/CentOS6 as long as systemd is not available

Hi all,

I got this error on a CentOS 6 machine (even the module is not actively used):
Error: Facter: error while resolving custom fact "pcmk_is_remote": No such file or directory - /usr/bin/systemctl

It would be nice to test the OS version before using systemctl.

This also fails on debian/ubuntu due to static path of /usr/bin/systemctl in the fact.
