Deploy Authentication Capability with AAD on Azure

1. Everyone has an account defined to log in to the environment
   2)Ability to create new app registrations.
2. Ensure folks that someone can administer and manage the environment.

If we shift to an AWS tenant to host DNS, do we want to continue with auth capabilities in CVX's AAD env or use a directory service in AWS?
