Failed to revoke appeal if underlying dataset name changed or deleted

**Expected behaviour**
If underlying resource change or delete then the guardian mark them as **soft delete** but the appeal revoke don't check whether a resource is a **soft delete** resource and so failing with **failed to cancel appeal: googleapi: Error 404: Not found: Dataset**
