TRUSTED_PEERS instead of DNS

We could use public/private DNS TXT records to make private nodes connect directly while outsiders only use the relay - this seems to be okay - but let's also consider an option having a TRUSTED_PEERS envvar per validator that could make us skip the DNS setups
