Can't load RPM FIle

I install mutate on Fedora OS.
I tried to install Mutate from Source.
First two steps are done, when I run third command It will shows me error like Can't load RPM file : (directory path).

Sudo can't access root home folder you need to call first su - and then try to install it with yum.
Also this bug can be closed it's not mutate bug.
