Data upload is stuck in registration folder due to skipping of registration request #43
Description
*What has happened
Uploading a repaired dataset is stuck in registration folder while the messages.log output is filled with Skipping Registration request messages until the dataset is manually removed.

How to reproduce
NOTE: This does not reproduce the issue all the time.
Moving the dataset from upload into registration from another machine worked
1.) Upload a faulty dataset(e.g. metadata.txt does not fit folder structure)
2.) Fix faulty dataset from error folder to upload folder
3.) Fix faulty dataset within the upload folder manually
4.) Move fixed dataset to registration folder
5.) Observe nothing happening
