Simulations failed with nr_clusters=4. Investigation of the instruction fetch logic revealed that the first fetched instruction is all zeros under this configuration.

nr_lanes=8 is not heavily tested. We use a default configuration of nr_lanes=4 and change nr_clusters to change the total number of lanes.
