[Indexing] Allow users to search for people (authors, subjects, etc.) using alternate forms of their name

User story

There is an author who is known by both his English name (Lafcadio Hearn) and his Japanese name (Yakumo Koizumi). As a patron, when I do an author keyword search or a full keyword search for Yakumo Koizumi, it should also include results for Lafcadio Hearn. This way, I don't have to know about both names before starting my search and I don't miss out on any of this author's titles.

Acceptance criteria

• If a marc record has the authorized form of a personal name in the 100, 600, or 700 field, and a LC Name authority record lists alternate forms of their name, we also index the alternate forms into the solr record
• Alternate forms of the name are not displayed to the user
• Alternate forms of the name are searchable, but weighted less heavily than the authorized form of the name

Concrete example

• Searching the Cornell library catalog for Yakumo Koizumi also includes records that have the name "Lafcadio Hearn" rather than "Yakumo Koizumi"

Sorry that I may be sidetracked. Have we fully investigated the possibility if we can use bulk downloads (full and incremental) from https://id.loc.gov/authorities/names.html. I see that the full backup is quite a big size. We may need process power to parse the full backup file. The LC seems also updating the incremental files every weeks. This approach may address all name authority records for all partners (not particularly for PU alone) in one shot. The challenge would be how we can process the files efficiently and handle indexing economically.
