Reopen stale issue after reply

Right now it is like this

• no activity
• stale bot warns and closes ticket
• issue reporter replies to ticket
• stale bot removes "stale" label
• issue stays closed

I would have expected that it gets re-opened on reply.

If you like the idea, I would give it a try with an extra option, so that current behaviour stays the same.

Someone needs to review it.
