Docs: Implement Sphinx documentation #27
Description
Currently, the repository relies on a Markdown manual (User_Manual.md). To improve the maintainability and use of the software, we need to implement a full documentation site using Sphinx. This will prepare the project for hosting on ReadTheDocs/something similar.
