Difficult to scroll horizontally

It is difficult to figure out how to scroll horizontally in the configuration table. It scrolling vertically works well, but the horizontal scroll bar can only be found by scrolling does to the bottom of the table. If the the source data contains lengthy cell content, it make take a while for the user to reach the bottom of the table and find the horizontal scroll bar there.

Expected

The horizontal scroll bar to be visible at the top of the table, so that users can easily find and use it.

Since there is a "scroll to the bottom" button, I am unsure if this is a desired feature.

In the branch feature/81-horizontal-scroll-on-top there is an implementation of this request, note that the pagination elements appear on top as well due to the styling approach (unfortunately, this seems to be the only way to put the scrollbar on top).
