[Bug]: Selected Model is at capacity flag with 5% Codex Capacity Remaining #1396

Steps to reproduce
When using t3code with low remaining capacity, work interrupts with out of capacity flag despite having >0% capacity remaining. This interrupts the run and forces user to continuously use continue command to keep working. I've included a few screenshots below.
Expected behavior
Continous running until 0% capacity, maybe with a warning?
Actual behavior
Runs interrupt claiming out of capacity while capacity remains.
