"Back" should be on top, not in the bottom

Every time I try to close the settings, my brain goes to the top until I realize that the back is not there.

Closing as a duplicate of #6798, which asks for the same change: moving the Settings Back control from the footer to the top of the Settings sidebar. Please add your screenshots and a 👍 there so the request stays in one place.
