open in suggesting mode

The browser extension can have an option to default to suggesting. This prevents accidental editing. It can also default to suggesting if a parameter suggesting=1 is in the url. Viewing mode doesn't show comments.

There's some code for this in the extension now. It wasn't quite working so it is commented out.
