This could come from P21 ADRG generation, but if we do include in our package, we need the P21 issues spreadsheet as an input to the function.

@laxamanaj - If sponsors utilize the pre-filled ADRG template from P21, this functionality will not be necessary. However, if they choose not to use the template, they will need the capability to employ the P21 issues spreadsheet as input for the ADRG. We can develop a function to import the P21 issues spreadsheet for this purpose.
