Can't Scroll Preferences Window

Describe the issue
In the preferences window, there's no scroll bar, and I can't scroll with the mouse wheel or by clicking and dragging to view all the available options farther down the window

To Reproduce
Steps to reproduce the behavior:

1. Go to Preferences
2. Scroll down to... oops, can't!
