I have shortly looked into the console sources and I believe there may be a problem in the layouts.js file based on a wrong assumption. I did not study the code in details, so perhaps this is just my misunderstanding of the comments. I believe the code makes the assumption that the digit keys are the same on all keyboards. However, the Czech and Slovak keyboards (at least) do violate this assumption. These 2 languages use a lot of accented characters and thus the most frequently used ones are in lowercase on the digit keys. To actually get the digit you need to use a SHIFT modifier. The punctuation typically present on the digit keys with SHIFT is available by some other means (on different keys or using ALT modifiers). The uppercase and less frequently used accented characters are entered using dead accent keys (accent first, letter second).
