Update: release notes and changelog coverage for 4.5.0 have been expanded to include the full CI hardening set that landed in this release branch.

Specifically added:

• UTF-8 BOM cleanup in bash scripts
• line-ending re-normalization via .gitattributes
• robocopy → Copy-Item Windows CI fix (exit code 9 reliability)
• installer bash syntax/parser fixes
• malformed embedded YAML-step cleanup in installer workflow paths

The GitHub release body for v4.5.0 has also been refreshed from the updated RELEASE-4.5.0.md so the announcement now reflects all included work.
