Update WinCon and VCbinder to work with later Visual Studio Build Tools

Discovery of VS Build Tools is no longer possible from direct use of the User Settings.  Users must initiate a console session via a Visual Studio shortcut.  This is being worked out on [nfoTools](https://github.com/orcmid/nfoTools) and an update to Adv10 WinCon will be made.
