Discussion is not transparent in final documents

Especially with the standards, there are important discussions and clarificaitons that do not appear in the final page. Now noone is looking at closed issues, so we should have sectino-by-section discussion (as you see in Wikipedia) or popup discussions on all pages in the standards section

There's some commenting tools available for Hugo, or we could look into DIscourse embedding as well

This is an important provenance issue that I think we can partially address with detailed metadata in pull requests and commits that link to relevant discussions and issues...
