Missing transaction results for blocks

### Problem

Using the gRPC API at access.mainnet.nodes.onflow.org:9000, executing the [GetTransactionResultsByBlockID](https://github.com/onflow/flow/blob/master/protobuf/flow/access/access.proto#L72) method returns a not found error for the following blocks:

- 70559476
- 70559489
- 70941709
