Port implementation of tiled_task to legate.core

tiled_task wrapper intents to simplify the use of Legate task for the use cases when custom tiled partitioning is needed
Original implementation of the tiled_task wrapper is attached here, we need to port it to legate.core by implementing different features of the wrapper separately to simplify review process
Here is the list of sub-tasks:

• implement core functionality of tiled_task that includes tiled partitioning logic
• implement data conversion logic
• implement batching with batch-size specified by the user
• implement automatic batching

This task needs to be completed by ISC 2026 by which we plan to publish paper on LCLS code and a blog-post that will include tiled_task wrapper examples
