Feature description

Things I can think of right now:

• Let plugins have configuration options in norgolith.toml
• Communicate with core tracing
• Enforce network permissions
• Sandbox at per-plugin level instead of process-level
• Either fork-per-hook or process isolation so that bugs in plugins don't crash the norgolith process
