Scope

• Translate policy descriptors (I1.3) to Wolverine.
• Strict ordering for spend (ListenWithStrictOrdering / single listener).
• Deferred retry for webhook (native scheduling).
• Concurrency/prefetch equivalents; circuit-breaker/rate-limit via Wolverine policies or retained app-level logic.

Acceptance criteria

• Each endpoint's behavior matches the MassTransit baseline in tests.
