Multi Matrix Rules

Have the ability to create a rules engine, from more then one 2dimensional array of rules,
so that disparate logic doesn't cause a a giant set of rules (exponential growth of conditions).

Note: please check that this is valid use case. Seems like it could be simply avoided by creating a second rules engine.
