Implement dynamic QC filtering

### Description of feature

- Similar to implementation in [sctk](https://teichlab.github.io/sctk/notebooks/automatic_qc.html)
- Dynamic selection of thresholds with some default limits (MAD/GMM)
- Fixed cutoff option should be retained
- Some pretty QC plots
