Enhancement: Port pcube to p4-16

It would be very useful if pcube is ported to p4-16.

Seeing the delay with this work, I worked today to change pcube to support p4-16. My code changes deprecate p4-14 from pcube. My code changes are not complete, but can be used as a start to complete support for p4-16. See this checkin:

I used p4test --std p4-14 my-p4-14-prog.p4 --pp auto-translated-p4-16-prog.p4 to convert one p4-14 program in pcube to p4-16. The translation doesn't like "@" used in the ".ip4" program and any code using "@" is commented out so that translation to p4-16 succeeds.

Now, some p4-16 code changes are pending and the original author(s) could move any common code around.
