Enable installation from existing config

This module does not currently support installation from existing configuration. You are expected to be using a workflow that involves installing Drupal from a profile and then importing configuration. This workflow is the approach that tools such as Acquia BLT and Acquia ACSF utilise.

POC code exists that allows this but currently requires hardcoding of profile names. This should not be necessary.

To be clear, I'm not sure that we strictly speaking want / need to "install all the way" from existing configuration. BLT's method here (see https://github.com/acquia/blt/blob/10.x/scripts/factory-hooks/post-install/post-install.php#L71) is to run a blt drupal:update during the post-install hook, which will import the config immediately after.

As I understand it, the only way to actually "install from existing config" right now is to either replicate your configuration inside your profile in a config/sync directory (not advised for obvious reasons) or creating a symlink from your profile from config/sync over to the config/default directory in your repo root. While this definitely "works" I believe there was some advice against this that I may not articulate well.

I'm wondering if it's possible to just support the "install" method and then automatically import configuration immediately after?
