[Task] Create new landing page for docs

Background

Our current landing page for docs.near.org mirrors the list of resources found on the left nav. We should create a more engaging landing page that quickly explains what NEAR is, what developers can build with it, and link to next steps.

User Story

As a developer new to NEAR and exploring documentation, I would like to be greeted with content on a landing page that quickly informs me about what the project is and what I can create with it.

Acceptance Criteria

• Come up with a few drafts of what the new landing page could be
• Review them with the team
• Implement solution
