Can we have an Apache directive to customise the "is not authorized" message?

First, it would be nice to be able to give the failure message in the local language. Also the message as it stands is fine, but it would be a bonus to tell the user what to do next (like contact a particular person for access). Customising the not-authorised error would allow us to do both as needed.
