add parameter for Management API URI

In order to support on premise customers ,we can add a parameter for Management API URI. This would replace the prefix of all URLs for...

https://api.enterprise.apigee.com/v1

This must also be passed into the opts parameter to the apigeetool SDK as baseuri (without a /v1)
