Window Advice

Hi. I want to create a PWA that has the left side of the browser window open a reporting web site that I own, and on the right side, I want my help documentation (located on a different web server) for the reporting site to open. Is PWA a good choice for this or should I go with Electron? A high-level overview of my project(s):

1. The two systems (reporting site and help docs) are on different domains and I can't combine them now (due to business reasons.
2. I have a horrific time trying to implement CORS to work with this type of domain distribution. Seems impossible no matter the script I try using.
3. IT won't change the server headers to allow a site in (I don't understand why since we own both servers and domain names). So asking them is "no" from the start.

Any advice? Electron allows me to do this, but it seems like PWA can too if I do it right?
