I found a workaround, calling vstest directly via command line

I guess its designed for Github hosted runners where this endpoint is reachable .. I am facing similar issue with self hosted runners .. are you guys facing this issue in Github Hosted or self hosted runners ?

I see this also, on the windows self-hosted runner. This action is outdated and obsolete! I am leaving it.
