Create Workflow feature in sidebar

At the moment, when users want to create a new workflow, they have to go to the Foundry website rather than being able to click a "+" button on the toolkit sidebar. Models, Prompt Agents and Hosted Agents (preview) all have a "+" (add) button, but Workflows do not.
