Subject: [PATCH 1/2] Announce Eclipse 4.38 and Java 21 requirements for 0.23

Preserve existing compatibility for the 0.22 announcement release. Add affected-environment startup reminders with persisted dismissal, release notes, and retained-version installation guidance.
