Dates displayed in foreign locale

The Last Published column on tags listing uses US local date format. Take any artifact, for example https://mcr.microsoft.com/en-us/artifact/mar/dotnet/aspire-dashboard/tags.

For the rest of the world, majority of users I'm sure, it would be much easier if you used ISO8601 YYYY-MM-DD or figured out a browser locale. I do not believe it would hurt US users either.

The foreign order of day and month in the dates makes it easy to misread dates to wrong month and it takes effort to try to figure out which order is being used.
