STAC and raster tile services issues

I'm cross-posting two issues I opened on the PC APIs repo for visibility:

• Pagination links are missing from STAC API responses planetary-computer-apis#274
• Raster tile service returning 500 - Internal Server Error response from many endpoints planetary-computer-apis#276

We are also hitting the first of these. This bug is effectively blocking use of PC-Pro for large scale data at least for us. Adding @TaylorCorbett for visibility.
