Clarify JS package publishing responsibility

Currently, this package handles JS and Rust publishing to both buf.build and JSR https://github.com/meshtastic/protobufs/blob/master/.github/workflows/publish.yml

However, meshtastic/web also does it https://github.com/meshtastic/web/blob/main/.github/workflows/release-protobufs.yml

Ignore me if I'm covering old stuff, I don't mean to take anyone's time on settled issues.
