Feature or improvement you want

Implement the Meshtastic HamParameters set_ham_mode admin message.

• Add "Long_Name" to HamParameters protobufs#941

When setting a node to "Amateur Radio" mode, the following fields should be filled by the user // this admin message should be sent to the node containing:

• Callsign
• Short Name
• Long Name (pending PR merge)
  (frequency and tx power can be ignored)

This message is consumed by the firmware for ham onboarding.

Why should this be added?

Ham mode enablement for 2.8 release // feature parity with iOS (already implemented there).
