Removal of h1 in article, aside, nav, section UA style

Add a BCD entry to document when browsers remove UA style for h1 in article, aside, nav, section.

I do think we should add a data point to the BCD to show what browsers have made this change, and when, otherwise people reading "browsers that implement the old context-dependent default style" might think "well, which browsers need this?"

Sorry about that -- I saw that this was using the old quoting feature, which is almost completely used by spammers now, without any additional statements or details, so I immediately thought it was spam.

As discussed in today's BCD meeting, let's add a behavioral subfeature under html.elements.h1, maybe no_ua_styles_for_h1_in_article_aside_nav_section.

Based on https://developer.mozilla.org/en-US/blog/h1-element-styles/#what_to_expect_and_when, the browser bugs are:

• Chrome: https://issues.chromium.org/issues/394111284
• Firefox: https://bugzilla.mozilla.org/show_bug.cgi?id=1885509
• Safari: https://bugs.webkit.org/show_bug.cgi?id=292765

For Firefox, we can already set version_added: "140" based on https://bugzilla.mozilla.org/show_bug.cgi?id=1964922.
