The current autolabeler doesn't label PRs.
Evidence #9561 causing the enforce labeler workflow to fail.

Hey! I'm sorry, looking back, I don't think we want to support this yet. We can still let maintainers/users manually set the label. I assumed there was a bug in our autolabeler. But some PRs won't have them and that's okay. Appreciate the contribution though!

Ok, as an user, we cannot choose the label while opening a PR, only the maintainers can.
