Watch-list review — re-verification required

This scheduled loop (#725) watches the §8 watch-list re-open triggers in docs/adr/watch-list.yml. One or more trigger pages changed materially since their recorded baseline. Routed to @idea-intake via labels.

A flagged trigger is a cue to re-verify, not a confirmed unblock. Perform the manual (often interactive-tenant) verification in the cited ADR before shipping any reconciler change. This loop never auto-closes a watch-list issue.
