Warnings on server startup due to missing Reference Map

Description
Many warnings appear on server startup due to Ferrite Core being unable to read ${refmap_target}refmap.json. These warnings should not appear on non-development environments.

No warnings on non-development environments.

It looks like this was marked as Not planned in #234. It would be nice to see this resolved though to remove unnecessary noise / spam from the server logs. Regardless, thanks for your work on this mod!
