Create a page to manage venues (CRUD)

The venues could be administred in different ways :

• In a collaborative way (anyone can add or modify but admins must confirm)
• Privatly (only the person who created the venue can make operations on it)
• Admin (only site admins can manage the venues)

Venues could be added into the system in the Event submit form. If the venue name is not found in the suggestions, the system will propose a form to add the venue.

It could also be manages by a separate page dedicated to the venues management (like the bands and events)
