New rule: `lingui-msg-rule` to ensure the `_()` function is called with `msg`

I just found this custom rule that the Bluesky team implemented in their project: https://github.com/bluesky-social/social-app/blob/main/eslint/lingui-msg-rule.js (bluesky-social/social-app#9789)

It might be worth adding it to the built-in rules.

Sounds as a rule tightly coupled to bluesky-app. Basically this case should be covered by "no-unlocalized-strings"
