One-line CHANGELOG prose fix. The
[0.2.1]entry's intro paragraph mixed bare andv-prefixed version references —\ligate-chain` v0.2.0(withv) sat next to`0.1.0-devnet` to `0.2.1`(without). Adds the missingvprefix so the paragraph is internally consistent and matches the convention the chain CHANGELOG uses: heading bare (## [0.2.1], Keep-a-Changelog style), prosev`-prefixed.No code change; no version bump; no migration.
